MICC - Fort Eustis delivers joint quality-of-life solution, advances 2026–2027 campaign plan

FORT EUSTIS, VA — U.S. Army Mission and Installation Contracting Command Fort Eustis recently executed a task order supporting the installation of an interim BeaverFit fitness facility at Tinker Air Force Base, Oklahoma, demonstrating how responsive interservice collaboration can deliver timely quality-of-life improvements for service members.

The effort supported an urgent Navy requirement to improve conditions, morale, and access to physical fitness resources for sailors assigned to Tinker AFB. Navy leaders identified the BeaverFit gym as an immediate, tangible measure to support Sailor wellbeing at the installation.

Army, Navy, and Air Force leaders coordinated to define the requirement, align acquisition actions, and move the effort from an identified need to contract award. MICC-Fort Eustis contracting personnel Contracting Officer Kiana Hamilton, Contract Specialist, Reese Wolf, Division Chief David Clark, and Director Lindsey Nicolai executed the award in partnership with Navy stakeholders and Air Force installation representatives, with the support of the Holistic Health and Fitness (H2F) Directorate within Transformation and Training Command (T2COM) Maneuver Center of Excellence.

The action was enabled through the Tactical Readiness Infrastructure Systems and Support Small Business Innovation Research Phase III Indefinite Delivery, Indefinite Quantity contract vehicle. MICC-Fort Eustis awarded the TRISS IDIQ contract to BeaverFit North America LLC on August 4, 2026. The seven-year IDIQ vehicle has a contract ceiling of $350 million.

FDO Eustis Director Dr. Latosha McCoy summarized the contract vehicle by stating, “The TRISS vehicle demonstrates how innovative acquisition strategies can rapidly bridge the gap between emerging capability and operational need. By leveraging proven SBIR Phase III authorities and strong partnerships across the Department of Defense, we are reducing procurement lead times, increasing access to mission-enhancing solutions, and delivering greater value to the warfighter and taxpayer alike.”

The contract strategy was validated and championed by MICC Commanding General Brig. Gen. Freddy L. Adams, MICC Deputy to the Commanding General Clay Cole, as well as Deputy Assistant Secretary of the Army for Procurement Kim Buehler. H2F leaders, including Engineer and SBIR Phase III Technical Point of Contact Francesca Singhas, presented the strategy before the Vice Chief of Staff of the Army (VCSA)/Acting Chief of Staff of the Army Gen. Christopher LaNeve and senior leaders from the Office of the Director of the Army Staff, underscoring the importance of establishing a responsive enterprise solution for readiness and quality-of-life infrastructure requirements.

According to Army H2F Proponent this innovative acquisition avenue supports not only the Army's Holistic Health and Fitness System but also our sister services and the DoW's Warfighter Performance Optimization framework.

Designed for broad Department of War use, the contract vehicle will support requirements from any military service, subject to applicable acquisition, funding and approval requirements. Its flexible structure enables organizations to address tactical readiness, fitness and human-performance infrastructure needs using appropriate available funding. Currently this vehicle has supported task orders enabling mission execution for Army, Air Force, Navy, Space Force, and Coast Guard (Department of Homeland Security).

The Tinker AFB requirement also demonstrates the intent of Adams’ 2026–2027 MICC Campaign Plan. By pairing an innovative enterprise contract strategy with disciplined execution at the contracting center level, the joint team translated an urgent service-member quality-of-life need into a practical solution. The effort reflects MICC’s focus on agile, trusted acquisition outcomes and anticipating customer requirements across the joint force.

This successful joint team achievement highlights what can be accomplished with the combined efforts of an Army contracting team, Navy stakeholders, and Air Force partners working with urgency and focus to deliver a practical solution for Sailors at Tinker.

Senior Navy leadership commended cross-service collaboration as a critical mission enabler, proving essential to the operation's success. In communications following the award, Navy officials credited the responsiveness of Army contracting personnel and the support of Air Force partners to help deliver the requirement on a compressed timeline.

“The success of this effort comes down to partnership, trust, and a shared commitment to our service members. This team demonstrated exactly what can be accomplished when we work together across the joint force,” said McCoy in response to the shared success in support of the Warfighter.

The Acting Secretary of the Navy Hung Cao expressed appreciation for the joint team and emphasized that the collaboration demonstrated the power of coordinated action across military departments. Navy leaders noted that the effort supported improved conditions and morale for sailors stationed at Tinker AFB while providing a model for future interservice initiatives. In response to Cao’s praise for the Army contracting team’s efforts, Acting Secretary of the Army Adam Telle indicated his desire to engage in more joint efforts in the future while indicating a personal desire to thank the Army contracting team separately.

The TRISS vehicle is also positioned to support additional pending requirements, including Human Performance Academy and readiness equipment, Soldier Physical Readiness Center design and equipment, facility conversions and covered training-zone construction at Army installations in the US and overseas.

Army and Navy senior leaders have requested the names of the contracting officer and contract specialist for formal recognition, highlighting the importance of the team’s work in enabling this interservice outcome.

The MICC-Fort Eustis office primarily supports T2COM, FASCOM, CAC (primarily AVCOE, FCOE, MCOE, and CPE ST3), and MEDCOE. In FY 26, MICC-Fort Eustis executed contracts with potential ceiling value of almost $3.1B including 6 significant Phase III SBIR IDIQs covering a broad range of labor categories and services/supply provision opportunities.
